Possibly Lancashire Fusiliers.
Editor's Comment: Although the cap badge is unclear, the height of the brass shoulder titles suggest a Territorial or New army battalion of a Fusiliers regiment. Note the two Wound Stripes and crossed rifles skill at arms badge on the lower left sleeve. No other Turnell's with the initials W. E. can be found in the Medal Card index of the National Archives.
